The National Working Committee on Children and Women (NWCCW) under the State Council was founded on February 22, 1990. It is a State Council organization in charge of women and children's work. It is responsible for coordinating and promoting relevant government departments to implement laws and regulations and policy-related measures concerning women and children and to develop women and children's cause.
Fundamental Functions
- Coordinate and promote relevant government departments to well maintain women and children's rights and interests;
- Coordinate and promote relevant government departments to draw up and implement the programs for the development of women and children;
- Coordinate and promote relevant government departments to provide necessary support in manpower, finance and material for carrying out women and children's work and for the development of women and children's cause;
- Guide, supervise, speed up and inspect work of the NWCCW at the levels of provinces, autonomous regions and municipalities directly under the central government.

Brief Account to the Work
Since its founding, the NWCCW has implemented the basic State policy of the equality between men and women, adhered to the principle of first call for children and devoted to women and children's survival, protection and development.
Assist the State Council to draw up and promulgate National Program for Women's Development (1995-2000), the National Program of Action for Child Development in China in the 1990s, the National Program for Women's Development (2001-2010) and the National Program for Children's Development (2001-2010).
- Coordinate and promote relevant government departments to strengthen legislation and work out measures, reinforce government function, implement the programs for women and children and push forward the cause of women and children as a whole.
- Push relevant government departments to seriously implement the UN's Convention on the Elimination of All Forms of Discrimination Against Women and Convention on the Rights of the Child and other international conventions on protecting women and children's rights and interests.
- Establish and strengthen the monitoring and assessment of the implementation of women and children's programs, work out the system for and carry out state level monitoring and assessment.
- Organize training and strengthen the government's capability in leading and implementing the programs.
- Focus on the key and difficult problems in children's education, women and children's health care, improving the conditions of drinking water and lavatory in middle and western poverty-stricken regions and areas inhabited by minority ethnic groups, so as to improve the survival and development situation for women and children in middle and western regions.
- Give full play to the function of coordinating and discussing official business, coordinate relevant departments to solve prominent problems in the development of women and children and protect women and children's legal rights and interests.
